26.11.2025 Second statement by Attorney Raina Avramova at a meeting of the Committee on Constitutional and Legal Affairs in the National Assembly (26.11.2025) on the second reading of the amendments and supplements to the Family Code.
“Second statement by Adv. Raina Avramova at a meeting of the Committee on Constitutional and Legal Affairs in the National Assembly (26.11.2025) on the second reading of the amendments and supplements to the Family Code. And at the moment, the Family Code does not make a gender distinction when assessing which of the two parents should be assigned the exercise of parental rights, i.e. making decisions on all important issues for the child regarding education, healthcare, etc.”
26.11.2025 Statement by Attorney Avramova in the Committee on Constitutional and Legal Affairs, second reading of the Family Code
“Avramova put her finger in the wound because ➡️ The deputies continue to ignore the recommendations of the working group, reflected in the draft report, including its categorical position against the introduction of mandatory time quotas, mechanical regimes and texts such as Art. 58a and the amendments to Art. 59. ➡️ Over 100 written opinions have not been taken into account, warning that in highly conflictual relationships, domestic violence or lack of parental cooperation - shared parenting is not just inapplicable, but harmful and dangerous.”
24.06.2025 Statement by Adv. Avramova during a working group in Parliament to discuss the Family Code
“ 📌 Today, 24.06.2025, at 13:00 in the building of the National Assembly, at the invitation of the Supreme Bar Council, I took part in a working group on the proposals for amendments and supplements to the Family Code. 🔔 I call for reason, expertise and true care for children, and not for hasty adoption of legislative changes that will bring more harm than good. ❗ In EU member states, shared parenting is possible only with the consent of the parents or at the discretion of the court after assessing all circumstances, such as highly conflictual relations between the parents, domestic violence, the opinion of the children and other circumstances concerning the best interests of the children.”
01.05.2025 Z-Cast 192 - "Shared parenting is not imposed by law, but achieved through conversation"
What do Bulgarian children whose parents have separated need? From a presumption of shared parenthood - at least that's what GERB, "Vazrazhdane" and "Ima takvi narod" believe, have introduced a series of bills for changes to the Family Code, which were ultimately combined into one. And whose upcoming second reading has caused violent public reactions, including protest and counter-protest. Our guest in the new Z-Kast is lawyer Raina Avramova - with over 25 years of experience in family law. According to her, the law is written "on the knee", there is no public discussion, and in this form it hides dangers precisely for the cases it wants to destroy - when there is conflict, lack of dialogue or even violence between the parents.
